UNESCO’s purpose is to contribute to peace and security through promoting collaboration among peoples through culture and education. This mandate has come to the fore with the significant cultural losses sustained during recent armed conflicts and disasters and growing awareness of the essential role of culture and education for recovery, reconstruction, and resilience in emergency situations.

The UNESCO-UNITWIN Network on Culture in Emergencies’ objectives overlap with the aims of the proposed UNESCO Framework for Culture and Arts Education. Its work encourages research on the role of culture and diversity in emergency situations including conflicts and disasters for the promotion of peace and sustainable development; promotes an inclusive people-centred approach to preparedness, protection, recovery and peace-building; enhancing and widening understanding of culture and diversity in emergency situations and actively support formulation and implementation of legal and non-legal tools; and strengthen engagement and synergies between international, regional, national and local institutions and communities of knowledge to protect and promote culture and diversity during emergency responses and peace-building efforts. The Network’s objectives are realised through research and knowledge production, advocacy and capacity building, teaching and training, networking and academic and student mobility, and public awareness raising.

The UNITWIN Network’s aim and work necessarily accord with the purpose, guiding principles and objectives of the proposed UNESCO Framework for Culture and Arts Education.

Hosted by one of its foundation partners the Arab Regional Centre for World Heritage, this side event during the UNESCO Culture and Arts Education Conference in Abu Dhabi introduces the new UNESCO-UNITWIN Network on Culture in Emergencies. The UNESCO-UNITWIN Network is a knowledge and practice focal point for the protection and promotion of culture in emergency situations, strengthening coordination, engagement, and synergies with UNESCO Chairs and Category 2 Centres and UNESCO.  The foundational partners include the UNESCO Chair in International Law and Cultural Heritage (UTS Sydney), Faculty of Law and Administration (Adam Mickiewicz University Poznań), Arab Regional Centre for World Heritage (Category 2 Centre), UNESCO Regional Office for Pacific States, African Institute for International Law, Jumbunna Centre for Indigenous Research and Learning (UTS), Mexican Center for Uniform Law, and the Institute of European Studies (Berkeley).
