The management planning process included three main phases: data collection and assessment, policy-making and plan compilation and finalizing the Cultural Management Framework Plan by integrating the management plan of natural components.

During the one-day technical meeting which was organized in Basra to launch a consultation process, special attention was given to the importance of the participation of all concerned parties in the planning process of the management plan (e.g. government institutions, municipalities, local and national NGO‟s, professional organizations, cultural institutions, universities, the local community, etc.).
